PSYCHIATRIC services at the Laloki Public Psychiatric Hospital (LPPH) will continue without disruption despite a fraction of the staff objecting to the recent appointment of the hospital’s chief executive officer, an official says.
The staff staged a protest on Tuesday demanding the Health Department revoke the appointment Dr Losavati Daugunu as CEO for a three-year term.
Daugunu was appointed as acting CEO last July by then health minister Elias Kapavore in the presence of then health secretary Pascoe Kase, the directorate of social change and mental health (DSCMH) and the LPPH staff.
LPPH nurse and spokesman Alphonse Jeffery said the appointment of Daugunu as CEO on April 27 by the board of directors of the DSCMH was not right.
“Right now LPPH is confused about who to report to, the Health Department or the DSCMH,” he said.
“We would like a clarification on that.” He said their demands had to be met by tomorrow to avoid further disruption of services.
Dr Daugunu said the main issue was the staff’s disapproval of her appointment as the CEO.
She condemned the actions of the staff on Tuesday saying staff could approach the management regarding their disagreements but “you cannot come and interrupt services by locking the gate and putting the banner up”.
“This is unprofessional, it’s not right and it’s illegal for you to obstruct any services of the Government at your own will without proper approval,” she said.
Dr Daugunu said psychiatrists and mental health workers were not supposed to be instigating or causing emotional disturbances for the patients who were already disturbed emotionally. She said it was a breach of ethics and practices.
When the acting-CEO position was announced, Daugunu said the bodies tasked with the appointment were in agreement and so the same process was followed before the final appointment and confirmation of the position came out.
