Job Description
CARE International PNG is recruiting a Project Officer. In Bougainville, CARE managed the Village Assemblies Strengthening and the Bougainville
Community Governance projects (2013-17). CARE developed tools and training that have since been adopted by Bougainville’s Department of
Community Government. Now, under the Community Government Act of 2016, there is the opportunity to bring CARE’s experience to bear on the
new government structures. Importantly, Bougainville’s Community Governments are represented by a Chair and Deputy Chair, one of whom mustvbe a woman. The same female/male parity is true at ward level. While the Act ensures that local government representation is gender balanced,
CARE believes that not enough attention has been paid to the actual working relations of these women and men leaders. Most of these women are
holding political office for the first time; likewise, it is the first time for most of the men to be working with women as colleagues with equal

authority. The goal of the Governance Project is to improve the way these teams of women and men are working together so that women’s voice,
experience and knowledge strengthens local decision-making. For these reasons the new project is named Leading Together with Respect.
The Project Officer – Leading Together with Respect (LTR) will work closely with the Program Director – Bougainville to provide mentoring support
to Executive Committees of selected Community Governments. This support will include assessing the leadership, identifying gaps and helping the
Committee develop work plans that strengthen a collaborative approach. As well, the position encompasses regular field travel, training,
administrative tasks, and project monitoring and reflection. This position is based in Buka but will require travel to remote project sites. This
position reports to the Program Director – Bougainville and has no direct reports.
SELECTION CRITERIA

• ​Minimum Bachelor’s Degree in Social Work, Community Development or other related fields and/or minimum 3 years relevant work experience in
• community development preferably with an International Non-Government Organisation (INGO) and/or private company;
• Knowledge of Bougainville’s governments structure;
• Proven commitment to gender equality with experience in women’s empowerment activities;
• Excellent communication skills, including active listening and group facilitation;
• Proven ability to work respectfully with local communities, especially women and people living with disability;
• Proven ability to manage and acquit a cash advance;
• Ability to work under pressure and to be able to manage workload to meet deadlines;
• Team-building: ability to contribute to group objectives and work effectively in a group setting;
• Fluent communication skills in Tok Pisin and intermediate oral and written English; and
• Fully conversant in Microsoft Word, Excel ​
